Issuing executive instructions for the decree exempting employers from social security interest and penalties

Minister of Social Affairs and Labor, Hind Qabawat, issued Decision No. 831 of 2026, which includes the implementing regulations for Legislative Decree No. 29 of 2026. This decree exempts employers from interest, fines, and additional charges incurred due to late payment of contributions to the General Organization for Social Insurance.
 
The decision aims to regulate the mechanisms for benefiting from these exemptions and to clarify the procedures and conditions necessary for employers to settle their accounts with the General Organization for Social Insurance.
 
The regulations specify the categories eligible for the exemption, including employers who have paid or are paying their full contributions, those who are delinquent in paying work injury costs, those who submitted installment payment requests before the decree came into effect, and certain beneficiaries of social insurance services.
 
The regulations also outline the application process for these benefits, which involves submitting a written request to the branches of the General Organization for Social Insurance, along with the required documents and full payment of outstanding contributions.
 
The decision also stipulated the formation of a temporary committee, chaired by the Director General of the General Organization for Social Insurance, to review applications from establishments affected since 2011, in addition to outlining the procedures for submitting applications to suspend operations, whether fully, partially, or temporarily.
 
These instructions will be implemented starting from the date the decree comes into effect, February 18, 2026, for a period of one year.
